This code means the heater circuit for the second oxygen sensor (O2 sensor) on the second bank of cylinders is not functioning correctly. The O2 sensor needs to be hot to work, and a faulty heater can cause the engine to run inefficiently.

- Blown fuse for the O2 sensor heater circuit
